First PRM

The first cycle of the Policy Response Mechanism (PRM) started in September 2022 and finished in May 2024.

The first policy cycle of the PRM successfully drew on the most pertinent priorities to provide a first stakeholder-driven research agenda for IAM COMPACT across eight regions (China, EU, India, USA, Ethiopia, Kenya, Sri Lanka, Ukraine), which has subsequently been validated and refined in a co-creation process with policy, industry, and societal actors. In the EU, four policy themes were identified, around industry, electrification, green investments, and behavioural change. 

For instance, on the future of European industry, questions on the energy, climate, labour, and cost implications of reshoring critical industries or resilience to shocks of different industry decarbonisation trajectories emerged from our exchanges with the policy steering groups. Building on questions across policy themes, seven studies were put together—e.g., based on questions on future system configurations that are more susceptible to disruption from geopolitical events (‘Electrification’) and on the impacts of a decoupling/multipolar world on clean energy technology supply chains (‘Green Investment’), a study on the geopolitics of energy was put together. 

These studies were finally grouped into three themes for core working groups to engage and discuss in workshops; for instance, questions relating to the EU Industry and Geopolitics studies were discussed in the ‘Industry & Innovation’ research theme and associated workshops, for refining, selecting models with the appropriate granularities and capacity, and co-designing scenarios.
